To improve the quality of football refereeing, many studies have attempted to enhance the decision-making process. However, a majority of these studies have focused on declarative “rulebook” knowledge, ignoring procedural knowledge, which refers to how the rules should be applied during a match. This is likely because referees do not have much practice to develop their procedural knowledge during training sessions.

For example, a study by Andersen, Engebretsen, and Bahr (2004) asked three FIFA referees to retrospectively evaluate 406 incidents on video. They found that the referees’ decisions were in general consistent with their on-field decision-making and that the referees were using the proper criteria to determine if a tackle was dangerous.
